Arabic - Standard or Vernacular

Arabic - Standard or Vernacular
There are people who claim that you can only learn the Standard Arabic and that will suffice to interact with local people in the Arab countries. Others argue that it is not enough and even redundant, because people use the vernacular and many (majority?) do not have a good command of the Standard language. What do you think? What experience do you have connected to the use of inappropriate language?

Of course one should first learn Fuskha and only after it the dialects needed.

But some claim there is no need to learn the dialects, you can get along with Fuskha do you agree?

No, one should learn dialects too but only after having succeeded in Fuskha.

That's the traditional view. Could you provide some support? Why do they need Fuskha? Why not to learn the two variants simultaneously?

The simultaneous study of two closed languages (even not dialects) doesn't seem me to be recomended.
